Investment decisions are governed by policies established by the Board of Trustees.  The primary focus of the investment program is to achieve broad diversification, which reduces the risk of the total portfolio.  The investment policy is specifically designed to serve as a reference point for the management of system assets.  A chief investment officer, the executive director, along with external consultants employed by the board recommend, implement and monitors investment strategies established by the Board of Trustees.
