Notice of Board Rules and Comment Period

Retiree Benefit Information Requested by St. Louis Post-Dispatch

On July 13, 2009, a reporter from the Post-Dispatch requested that MPERS provide the names of benefit recipients, length of service, agency from which retired, and monthly benefit amounts for June 2009. Under the state's open record law, MPERS is required to release this information. We wanted to inform you of the request and assure you that we will continue safeguarding all other personally identifiable information.

Information Regarding the American Recovery & Reinvestment Act of 2009 (Stimulus Package)

The American Recovery and Reinvestment Act of 2009 (stimulus package) contains provisions that may affect the amount of your federal tax withholding election. These changes may also affect your 2009 and 2010 federal tax returns.  These provisions include the:

  • New federal tax withholding tables effective April 1, 2009. The new withholding tables may automatically reduce the amount of income tax withheld from your wages or retirement benefit, which would result in more take home pay.
  • Making Work Pay Credit for anyone employed or with earned income. This credit will be received through the new federal tax withholding tables mentioned above.
  • Economic Recovery Payment for Social Security recipients. This automatic one-time payment of $250 is scheduled for distribution in May 2009.

Please keep in mind that MPERS staff are not tax professionals and cannot give tax advice. We encourage you to consult the IRS, Social Security, or a tax advisor for complete information regarding the stimulus package provisions and how these changes might affect your federal tax withholding and liability.  Full Article

If you are concerned about the economic events of the past year, you are not alone.  First and foremost, the understanding I hope you take away from reading this message is that your retirement benefits are secure!

Fortunately, you are among a small percentage of Americans whose retirement security is not directly affected by the current instability in the investment markets. The primary reason your benefits are not impacted is because you are a participant in a defined benefit plan. As a member of a defined benefit plan, your benefits are supported by your employer's legally binding commitment to contribute the dollars necessary to fund your benefits. MoDOT and the Missouri State Highway Patrol assume the current market and investment risk and are required by law to ensure that benefits are available to you during your retirement.  Full Article

MPERS Names New Assistant Director

JEFFERSON CITY - Pam Henry has been named assistant executive director of the MoDOT and Patrol Employees' Retirement System (MPERS).

Prior to joining MPERS, Henry gained more than 13 years of public pension plan experience with the Missouri State Employees' Retirement System (MOSERS). Her well-rounded knowledge of public retirement systems and communication strategies allowed her to attain key positions in the benefit and communication sections at MOSERS, most recently as the manager of communications.

"Pam was a great hire for MPERS," says MPERS Executive Director Susie Dahl. "Her communication background will bring a new and missing dimension to our staff. As we move forward, member communications will be a priority."

Henry holds a Bachelor of Science degree in business administration from the University of Phoenix. She is a member of the International Association of Business Communicators and the National Association of Government Communicators. Locally, she serves on the Metro Business College Business Advisory Board and the Heart Ball Committee for the American Heart Association. She resides in Jefferson City with her husband, Pat, and daughter, Paige.


MPERS Names New Executive Director

JEFFERSON CITY - Susie Dahl has been named executive director of the MoDOT and Patrol Employees' Retirement System following a nationwide search conducted by the system's Board of Trustees. Dahl, who has served as the assistant executive director since 2001, will assume her new duties July 1. She replaces Norm Robinson, who is retiring, after 42 years of service. Norm has served as the MPERS Executive Director since 1994.

As executive director, Dahl will guide a $1.8 billion public pension fund serving 17,000 members and beneficiaries of the Missouri Department of Transportation and the Missouri State Highway Patrol. "The recruitment and selection process for this position was rigorous and thorough," said Duane Michie, chairman of the MPERS Board of Trustees, "and this successful conclusion was well worth it. MPERS and its stakeholders are fortunate to have an individual such as Susie who brings to the job extensive public pension expertise. We look forward to working with her in her new role."

Dahl graduated summa cum laude with a bachelor of science degree in business administration from Lincoln University in Jefferson City. She also holds the designation of Certified Retirement Counselor from the International Foundation For Retirement Education (InFRE).
"I am excited about the opportunities of my new position," Dahl said. "This is a challenging time for public pension funds, and I am committed to protecting and growing the plan assets and to improving the services we offer our members at the lowest cost possible to the taxpayers."

Prior to joining MPERS, Dahl served as director of benefits and legislative coordinator for the Missouri State Employees' Retirement System. She has also worked as the personnel director for the Missouri Department of Insurance and held various human resources positions in state government.

Dahl currently serves as president-elect of the National Pre-Retirement Education Association (NPEA), a nationwide organization providing networking and educational opportunities for pension staff delivering member benefits. Dahl served as a Trustee for the Jefferson City Fireman's Pension Fund from 1995 to 1998 and is a past president of the Missouri Association of Public Employee Retirement Systems.

Dahl, a Central Missouri native, resides in Jefferson City with her husband.
