The 2016 COLA rate is 0.095% (based on 80% of the increase in the CPI-U) for members in the Year 2000 Plan and those Closed Plan members that have already surpassed the 65% COLA cap or who were hired after August 27, 1997. All other Closed Plan members a will receive a 4% COLA in October.
